I've mentioned this on other sites, but I'll add it here: Sisters has one build now.

Nothing else.

The rest of their options are either so terrible that you'd never even consider taking them (Penitent Engines, Repentia, Celestials), or they are severely cost-inefficient for the role (Exorcist, any Sisters who aren't melta Doms in Repressors), and since you have to shop outside the faction for the remainder of the army, there's no point in not picking a better option that also helps get you additional command points.


They're hurt by the Rule of 3 on that front as well, as you can't bring more than 3 sets of Mortar HWTs, which were used to shore up their matchup against hordes.


They benefit from the deepstrike rule quite a bit, mostly because it forces opposing armies to field half their points on the field, while the Sisters already field everything on the ground anyways so they're unaffected; the units they would soup in are punished (Captain Smash, Elysians/Tempestus), but should you choose to still take them, then the Sisters' weight on the ground satisfies fielding your entire ally selection into reserve if you so choose.


They suffer from the command point increase, as they don't really have a way to use them beyond the Counterspell and rerolling dice. Their allies may benefit, but with Sisters occupying so many points in the list, the opposing army will be benefiting from theirs far more. This is more a problem of Index armies not being able to properly utilize the resource, and not exclusive to the Sisters (although the Sisters will suffer it the longest, given that their codex is set to come out when hell freezes over, as usual).
